It has been obvious for some time that, as long as Mrs May is leader and possibly even if she is replaced, the Conservatives are unwilling or unable to deliver a proper Brexit. An alternative plan is now required. The following is one such alternative plan: a strategy for a proposed new Brexit Alliance. All terms in bold in the body of the text are defined in the definitions section.
Aims and Methods
The Brexit Alliance aims to achieve a full and complete Brexit by standing and supporting candidates in UK parliamentary elections. The Brexit Alliance will only stand or support a candidate in a parliamentary constituency if it is both: 1) a constituency in England or Wales and 2) a leave-voting constituency (hereafter an “LVC”).
Full and complete Brexit The full and complete independence of the UK from the European Union achieved by repeal of the European Communities Act 1972. For the avoidance of doubt, this requires the UK’s complete departure from the Single Market and the Customs Union and trading with the EU on World Trade Organisation (WTO) terms. (The Brexit Alliance does not oppose trade talks with the EU but only after a full and complete departure of the UK from the EU has been achieved and if such talks are initiated by the EU.)
Leave-Voting Constituency (“LVC”) Any UK parliamentary constituency in which it is determined on the best available research, and where relevant taking account of any boundary changes, that at least 50% of the votes cast in the 2016 EU referendum were for Leave. Any doubt as to whether a constituency is or is not an LVC will be resolved in favour of it being an LVC.
Sincere and reliable Brexiteer Anyone who a) publicly and actively campaigned for Leave in the 2016 EU referendum campaign and who b) has done, written or spoken nothing since then that could reasonably call into question their commitment to a full and complete Brexit. If there is any doubt whether an individual qualifies as a sincere and reliable Brexiteer that doubt will be resolved against that individual so qualifying.
Red List A list of Brexit Alliance members who are adjudged by the Alliance to be suitable to stand as parliamentary candidates, and who are sincere and reliable Brexiteers, and who through their character, public pronouncements and previous political career, if any, would be credible to Labour Party voters as someone who supports Labour Party non-Brexit policies.
Blue List As for Red List (above) save that the words “Conservative Party” be substituted for the words “Labour Party”. (For the avoidance of doubt no individual can be both on the Red List and Blue List at the same time. Exceptionally an individual may seek permission to transfer from one list to another but such permission will be granted only in exceptional circumstances.)
Red Brexit Party Any Brexit Alliance member who either is on the Red List or is a branch member in a Red LVC.
Blue Brexit Party As for Red Brexit Party (above) save that the word “Blue” be substituted for the word “Red”.
Red and Blue LVCs
In respect of each and every LVC the Brexit Alliance will determine on the basis of that LVC’s electoral record, taking into account (if relevant) any constituency boundary changes and opinion polls at the time the determination is made, whether the Labour Party or the Conservative Party is more likely to be returned in that LVC at the next election.
If the Labour Party is more likely to be returned that LVC will be known for that electoral cycle as a Red LVC. If the Conservative party is more likely to be returned that LVC will be known for that electoral cycle as a Blue LVC.
Standing candidates in parliamentary elections
In Red LVCs the Brexit Alliance will stand a parliamentary candidate for the Brexit Alliance drawn from the Red List unless the Labour Party fields a candidate in that LVC who qualifies as a sincere and reliable Brexiteer. If the Labour Party stands such a candidate in a Red LVC the Brexit Alliance will support and campaign for that Labour Party candidate.
In Blue LVCs the Brexit Alliance will stand a parliamentary candidate for the Brexit Alliance drawn from the Blue List unless the Conservative Party fields a candidate in that LVC who qualifies as a sincere and reliable Brexiteer. If the Conservative Party stands such a candidate in a Blue LVC the Brexit Alliance will support and campaign for that Conservative Party candidate.
Brexit Alliance Branch Organisation
The Brexit Alliance will recruit and organise members and fund-raise in all UK parliamentary constituencies but will only campaign and stand or support parliamentary candidates in LVCs in England or Wales. The Brexit’s Alliance’s campaign and publicity material will in substance be identical in Red and Blue LVCs except in relation to the respective logos and colours of that campaigning material which will be either Red Brexit Party or Blue Brexit Party as is applicable.
Brexit Alliance Policy
The Brexit Alliance’s overriding policy is full and complete Brexit. In respect of all non-Brexit matters, and insofar as it does not conflict with the overriding policy, the Red Brexit Party will support the policies for the time being of the Labour Party and the Blue Brexit Party will support the policies for the time being of the Conservative Party.
The constitution of the Brexit Alliance will authorise and require the Brexit Alliance to devise and make known its policy for entering into coalitions in the event any Red Brexit Party or Blue Brexit Party MPs are returned to a hung Parliament. Such policy must make it a condition of either or both such Brexit Parties entering into a coalition with any other party that full and complete Brexit is achieved within 12 months of the date of the coalition agreement, failing which the coalition agreement will automatically terminate.
