David Davis’ closing remarks at the end of the second round of EU exit negotiations in Brussels
What he said – and what he meant:
The statement follows the second round of negotiations for a new partnership with the EU and was made by Brexit Secretary David Davis. [My comments are in square brackets].
Mr Davis was introduced by his counterpart Michel Barnier.
“Thank you Michel. Thank you for your contribution and indeed your team’s constructive talks this week.
On Monday we agreed to get down to serious business. But before turning to the substance I want to reiterate the four core principles that continue to guide the United Kingdom’s approach.
First, we continue to engage constructively, as a full and responsible Member State [so don’t think you can dismiss our comments as being from a government on its way out].
Second, we continue to work hard and at pace. We had 98 civil servants here this week [bet that was more than you].
Third, we negotiate for every nation and region of the United Kingdom. Our goal is to secure a deal that works for all parts of the country [so you, Miss Sturgeon, can put that in your pipe and smoke it].
And finally, we will keep Parliament and the public informed as the negotiations unfold [gotta say this, haven’t I?]
Which moves me onto the substance.
Overall, I am encouraged by the progress we have made on understanding each other’s position on citizens’ rights; the financial settlement; the first meetings of sub-groups on separation issues, and on the issues around Ireland and Northern Ireland. [Yes, now we understand exactly how you intend to screw us over.]
Citizens’ rights
Since the first round of negotiations, the UK has published its approach to citizens’ rights. The talks this week have demonstrated that this was both a fair and serious offer. I am pleased by the progress we have made. [You haven’t made any progress at all in this matter.]
We have looked at each other’s proposals in depth [and we don’t like yours] and identified many concrete areas where we agree as well as areas where there will be further discussion [for ‘discussion’ read ‘rows’], which will be a priority for the next round as Michel has said.
We have also agreed to publishing a joint paper today that sets out the many areas of convergence in our proposals, and the areas we need to prioritise for future discussion in our future rounds.
Michel listed a number of the areas which require that future discussion and I won’t reiterate them, I’ll add to them: issues like voters’ rights, posted workers and of course as he said the need for shared certainty. We agreed on the need for certainty on the part of citizens both the EU and the UK, we obviously have different views on how we achieve that [so don’t think you’ve got the upper hand in this. We’re going to fight for our point of view].
Financial settlement
On financial settlement, we both recognise the importance of sorting out the obligations we have to one another, both legally, and in the spirit of mutual cooperation [so just make sure that in this spirit you’re happy to go along with what we’re proposing.]
We have had robust but constructive talks this week.
Clearly there is a lot left to talk about, and further work before we can resolve this. Ultimately getting to a solution will require flexibility from both sides. [Now just bear this in mind – both sides have to be flexible; we’re happy with that but I don’t see any flexibility on your side at all at the moment.]
But as Michel said, we shouldn’t expect incremental progress in every round. [So if we have to backtrack on some of the agreements we’ve already made, so be it.]
Ireland
On Ireland and Northern Ireland, our coordinators – this is a discussion rather than a working group – have had a good discussion.
Both sides remain committed to the Good Friday Agreement and again as Michel said, achieving a flexible and imaginative solution to address the unique circumstances around the border, and particularly on the north/south dimension of the Agreement. [Although I don’t know how you’re ever going to be flexible.]
These include the mechanisms we have discussed to preserve the Common Travel Area and the rights associated with it. Rights laid down of course in a British Act of Parliament as well as in part to the Amsterdam Treaty.
Separation issues
On separation issues, we have made progress on a range of issues, Michel mentioned most of them: Euratom; legal cases pending before the European Court of Justice and administrative procedures before Union institutions; and of course goods on the market.
These discussions have laid important groundwork for progress in the next round. [That’s when it gets a bit tougher. All cards on the table.]
Conclusion
All in all, the second round of negotiations have given us a lot to be positive about. [Yes, and has flagged up the areas where agreement will be almost impossible.]
And they have also highlighted the need for both sides to demonstrate a dynamic and flexible approach in the way we approach these challenges. [There’s that ‘flexible’ word again. You’re not showing much flexibility at the moment.]
We have conducted this round constructively and at pace, and I hope this is a model we can continue going forward.
To coin a phrase Michel, the clock is ticking. [And don’t you forget it!]
I came here saying that it was important that we now made progress, identifying the differences so we could deal with them, and finding the similarities so we could reinforce them.
And this week, I think we have done just that. [And there are so many differences that the prospect of dealing with them is going to very difficult.]

Rather off-topic, but can anyone tell me when France finally became a net contributor to the EU ‘budget’. I know Ireland has become a net contributor only in the last 2/3 years, while the UK is one of the few countries which has always been a net contributor.
I seem to recall, however, an annual chart which made it obvious which countries were net contributors and which net recipients. It was a vertical line, sort of spine with the largest contributor (always Germany) at the top right hand, with amounts gradually reducing to nothing, then switching to the left of the spine, showing recipients, with gradually increasing amounts, the highest being Poland since it joined.
If the talks break down one scenario I can envisage will be May kicked out on her ear, followed by a leadership struggle in the Tory party which will probably end up with Hammond as leader. If the Tories manage to stay in government after that Hammond will enforce a never ending transitional arrangement – not the Brexit we voted for! Meanwhile, Corbyn awaits; and all this at a time when UKIP appears to be totally irrelevant. Depressing, or what?
LET US HOPE AND PRAY FOR TWO THINGS
First a severe financial crisis in the EU possibly Italy which will start the coming €uro implosion. Then we can say to the political/media/metropolitan elites engaged in treachery ” told you so now get out the way” and vote in patriots to power.
Second let us hope that Sweden really does experience mass crime terrorism on a dramatic scale as a warning to all the middle of the road types as to the reality of multiculturalism. I know I have been predicting this event for months but it is highly likely in 4/5 years from now. What is also emerging with some speed is that Swedish young men are beginning to join norse gods inspired counter culture groups so there is hope that we shall see the Swedes liberate themselves from the evil media/academic/political/business elites. Bear in mind that the norse gods expected men to die in battle when it was necessary and that the greatest ability a man could display was VALOUR. In a two horse race of somali islamic terrorists and norse beserkers I would back the latter even if they are outnumbered ten to one. Once the initial shock of bloody streets and child enslavement has been taken in these strangers to the north have no idea what we are capable of. And nor has the marxist elite who are doubling down on multiculti mixed race drug inspired nirvana.

We have a big gap between the Tories and the far right smaller parties. The Conservative party have let the nation down. That party is full of patriotic people but they have not stood up for their beliefs and continually given ground to the left. Ordinary patriotic voters have not had a party to stand for them for decades.

Geoffrey – Heartbreaking isn’t it, watching a beautiful country and people like Sweden descend into hell, our own country too.
This is an attack that has been deliberately orchestrated against us. Who would have believed years ago that here and in Europe, we were going to be asked to accept gang rape and child grooming as normal.
There are no easy answers. I don’t expect our exit from the EU to go smoothly, as JackT says; ‘negotiations will break down.’ Things will get messy and the EU will treat us like an enemy, they’re a ruthless, power crazed bunch, they won’t give up their hold over us easily.
In addition, I think Poland, Hungary or the Czechs (maybe all of them) will have to invoke Article 50 if they don’t want to accept invaders. Things will get very messy.
I’m trying to think beyond the political battle, I’ll either get my relatives out of the UK (difficult) or when I feel they’re threatened I’ll have to come back. It’s not just my family either, I’m not sure I can bear to watch from afar, while you all get trampled over.
If Anne Marie is elected as UKIP’s leader, that’ll be a step in the right direction, I’ve even given up on Nigel Farage. I have very little hope that the final solution (if there is a solution) will be political. Our political leaders are part of the problem, not the solution. Can you imagine how the invaders would react if UKIP or anyone else were elected and pushed back against them? They would be at our throats, they’re only relatively (apart from the gang rape etc) peaceful if they get what they want.
